The aim of this book is to present the main elements of management, applying them to the specific context of the public sectors in Canada and Quebec. What is the public sector? What are its characteristics? How do we distinguish between management and administrative management today? What is the scope of these distinctions? What is the scope of the public sector in Canada and Quebec? What are the rules of good governance in public organizations? How can we apply a logic model to diagnose situations, and derive objectives that can be broken down into expected results, products, activities and inputs? How can the sequential functions of management be applied to the public sector: planning, organizing, controlling and evaluating? How are policies and programs managed, and how are service standards established? What about continuous functions such as informing, communicating, verifying and exercising appropriate leadership? How are resources such as finance, human resources and information technology managed? What is the current outlook for the role of the State and its public administration?
The book focuses on the application of concepts to concrete problems, with minimal emphasis on presentations of theories. The book includes a critical dimension of concrete applications, with discussions on the prospects for the application of public management. Fact sheets, diagrams, workshops and exercises for understanding and revising the concepts are designed to facilitate the appropriation of these concepts. The aim is to facilitate teaching, learning, practice and consultation in these fields. Chapters generally include a list of concepts, pathologies, best practices and learning points for mastering the concepts. The book also highlights the prospects for contemporary development of the concepts covered.
Jacques Bourgault holds a doctorate from La Sorbonne. He retired in 2008 as a full professor in the Department of Political Science at UQAM, and has been an associate professor at ÉNAP since 1988. He was an emeritus researcher at the Canada School of Public Service and a guest lecturer at numerous conferences and symposia, including ÉNA, the Université des cadres du MINEFI (France) and Université Roma III. Jacques Bourgault practiced as a lawyer from 1992 to 2017. He has published extensively on public management in Canada and Quebec. Mr. Bourgault has acted as a consultant to the governments of Canada, Quebec, municipalities, education and health services. He has also consulted for the World Bank, the European Union and CIDA with numerous governments, including those of Algeria, Benin, Cameroon, France, Italy and Morocco. He was President of the Institute of Public Administration of Canada (1998), Senior Vice-President of the International Institute of Administrative Sciences (2013-2017) and received the Vanier Medal from the Governor General of Canada in 2012.
