This book proposes a reflection on the governance and financing of Quebec universities, based on management control know-how. Beginning with an overview of available resources and the limits to their growth, the book explores ways to make better use of them.
A reflection on university performance is proposed from the outset, in recognition of a triple responsibility: teaching and research, economic and social. This is to be done at two levels: within the ministry responsible, and within the universities themselves. The ministry's mechanisms to be reviewed are funding policy and accountability requirements. At the university level, the role of the board of directors, the budgetary process, and the structure and systems of internal accountability need to be reviewed.
This book suggests major changes to these mechanisms, both at ministry and university level.
This book concludes with a critique of the report by the chantier québécois sur le financement des universités. The report tends to rely on an impoverished definition of university performance, neglecting research and their dual economic and social responsibilities.
