The 30-odd years I've spent working alongside elected municipal officials have given me a good understanding of the people involved in municipal politics and the situations that arise at the council table (and beyond). This book has been written to demonstrate my respect for the role of elected official, and in view of the growing importance of municipal affairs in our society. The adage «Rome wasn't built in a day» applies to the present opuscule, in which I invite candidates and elected municipal officials to take a very serious look at the electoral mandate they are seeking to obtain or extend, and to fully grasp the different roles that an elected official is called upon to play during his or her term of office. In a way, it's an invitation to surpass oneself for the benefit of the community.
Pierre Prévost is an economist specializing in public finance and municipal governance. He has long worked as a manager and consultant in this field. Now an associate professor at UQAM, he teaches in various programs and has published several books and articles on Quebec's municipal system.
