In this collection of essays, Professor Daniel Turp brings together texts he wrote between 1984 and 2024 on the theme of Quebec's international relations, and in particular on the legal framework of these relations. Many of the documents are previously unpublished, and are reproduced from articles published in legal periodicals and collective works. It includes 12 short essays in the form of opinion pieces published in Le Devoir and La Presse, some of which were co-signed by colleagues and parliamentarians. An excerpt from a brief presented in 2024 to the Advisory Committee on Quebec's Constitutional Issues within the Canadian Federation, presenting a draft Quebec Fundamental Law with several provisions relating to Quebec's international relations, is also reproduced in the book. As is a recent reflection on "thinking about the foreign policy of an independent Quebec", in which the legal dimension is given pride of place. The book concludes with a text that gives it its name, and is entitled: La capacité internationale du Québec: essai sur le droit et la pratique des relations internationales du Québec. This is an original summary of the current state of Quebec's international relations law and practice, as it applies specifically to international commitments.

Daniel Turp is Associate Professor at the Faculty of Law of the Université de Montréal and Research Associate of the International Observatory for the Rights of Nature. He holds a doctorate (summa cum laude) from the Université de droit, d'économie et de sciences sociales de Paris (Paris II). He is Chairman of the Board of the Société québécoise de droit international and President of the Association québécoise de droit constitutionnel. He has been a member of the Canadian House of Commons and the Quebec National Assembly. He is the author of La Constitution québécoise - Essais sur le droit du Québec de se doter de sa propre loi fondamentale, published by Éditions JFD in 2013.
