Policies are at the crossroads of the interests of parents, government, political parties, the media and civil society. We offer an analysis of policies from the Quebec context, and from an international perspective. In order to understand the sources and factors that make up a policy, we deploy a critical approach essential to developing an integral analysis. This is essential for tackling the complexity of policies and identifying the underlying power issues in the educational process. The diversity of these objectives gives rise to public controversy over various aspects of the education system. Debates are taking place on the subjects of cultural and religious plurality, history and the pedagogy to be adopted. In the first instance, fundamental policy concepts are addressed, and globalization is examined both as a context and as a discourse influencing and interacting with educational policies. We then study the transformation brought about by the Parent report, conceived as a democratic policy. We study the relationship between democracy, education and nation-states. We look at the politics of language, religion and immigration in the educational sphere. It examines evaluation policies and educational reform in Quebec, its significance and contradictions. An analysis is offered of policies derived from conservatism in the United States and their impact internationally. Finally, we analyze the financing policies of educational institutions.
Hugo Rangel Torrijo is associate professor at UQAM and professor-researcher at the University of Guadalajara. He completed a Ph.D. in education and a master's degree in sociology at the Université de Montréal. He also studied culture and values in education at McGill University and did a post-doctorate on issues of diversity and education at UQAM. He recently wrote a book on university evaluation and another on democracy. His studies also focus on citizenship, migration and recognition. He has also conducted international research on education in prisons.
