It has been ten years since Haiti was struck by a devastating earthquake. The entire world rallied to its aid, and a supranational organization was established to plan and coordinate the reconstruction and ensure accountability in accordance with the standards of good governance. The stars seemed to be aligned for a spectacular success.
That was not the case, however. So what actually happened? This book documents the failures that occurred in the management of the country’s reconstruction and governance—a country «entangled» in local and cross-border interests that do not align with those of its people. It explores the obstacles to recovery efforts caused by a national crisis of a political and social nature—and soon a public health crisis as well, with the introduction of cholera.
The upheavals analyzed here have taken shape; the traumatic shocks endured by Haitian society between 2010 and 2012 and the political choices—whether voluntarily made or imposed—during that period paved the way for the crisis in which Haiti finds itself mired today.
Jean-Marie Bourjolly studied at Toulouse III – Paul Sabatier University in Toulouse, the University of Montreal, and the University of Waterloo in Ontario, where he earned a Ph.D. in combinatorial optimization. He is a full professor of logistics at the School of Management Sciences at the Université du Québec à Montréal. His research focuses on combinatorial optimization and its applications. In 2001, he was a co-recipient of the Canadian Operations Research Society’s First Prize for his work in telecommunications. He served on the board of directors of the Interim Commission for the Reconstruction of Haiti, which was co-chaired from April 2010 to October 2011 by Haitian Prime Minister Jean-Max Bellerive and former U.S. President Bill Clinton.
